A breakdown of the changes can be read in the handbook's Summary of Changes, which is available to read . The changes include:

  • a new section providing guidance of when pausing an inspection may be appropriate
  • a new paragraph including of guidance relating to how the inspector should consider the wellbeing of leaders and staff during the inspection

The Department for Education (DfE) has updated its guidance on childminder agencies to reflect new regulation which mean that any childminder registered with an agency that closes will now automatically be registered with 新澳门六合彩官网开奖 at the point of closures. It also confirmed that that change does not mean that childminders transferred to 新澳门六合彩官网开奖 have to stay with the inspectorate (they can instead opt out of this process) - however, the change aims to ensure that childminders previously registered with an agency that closes can continue operating without disruption.

Enhancing on-site professional dialogue during inspections to help address any issues

This change will involve 新澳门六合彩官网开奖 asking inspectors to check whether providers have any queries or concerns during the pre-inspection notification call or when an inspector arrives on site; at end-of-day meetings; and at the final feedback session.

Introducing a new opportunity for providers to contact 新澳门六合彩官网开奖

This change will enable providers call 新澳门六合彩官网开奖 on the day after the end of an inspection visit to discuss any unresolved issues. This could include: raising informal concerns about the inspection process and its likely outcome; queries about what happens next; or, highlighting information that they feel was not fully considered during the inspection.

新澳门六合彩官网开奖 will direct these calls to inspectors relevant to the type of inspection, but separate to the inspection in question. The inspectors will then discuss any issues with the provider so that they can be resolved at the earliest opportunity.

Introducing new arrangements for finalising reports and considering formal challenges to inspection outcomes

This change will introduce two new routes that providers can go down when they receive their draft inspection report from 新澳门六合彩官网开奖: a) highlighting minor points of clarity or factual accuracy, which 新澳门六合彩官网开奖 will consider before finalising the provider's inspection report, or (b) submitting a formal complaint if providers want to seek a review of the inspection findings and judgements.

Allowing direct escalation to the Independent Complaints Adjudication Service for 新澳门六合彩官网开奖 and adding a periodic review of closed complaints using external representatives from the sectors 新澳门六合彩官网开奖 inspects

This change will remove the current internal review step in 新澳门六合彩官网开奖's complaints process (a review by 新澳门六合彩官网开奖 staff of how the inspectorate handled the original complaint) 鈥 this was previously required before a provider could contact the Independent Complaints Adjudication Service for 新澳门六合彩官网开奖 (ICASO) to ask for an independent review of how their complaint was handled.

Going forward, complainants will be able to go directly to ICASO if they are concerned that 新澳门六合彩官网开奖 has not correctly followed its complaints-handling process.

新澳门六合彩官网开奖 will also introduce periodic reviews of how it handled complaints via a panel of external reviewers, which will include external representatives from the sectors that 新澳门六合彩官网开奖 inspects

Within the report, 新澳门六合彩官网开奖 highlighted the continuous staffing challenges the early years sector is facing. It warned that "the challenges of recruiting qualified [early years] staff before Covid-19...continue to get worse" citing "low wages, perceived low status, poor working conditions and limited opportunities for professional development". It also highlights that "childminder numbers have halved in the past 10 years, from 55,300 in 2013 to 27,000 and year end.
